What of the barriers to entry for Healthcare in the UK

Yesterday was a great day. Spent most of it in transit to; attending and returning from a meeting with a local authority to discuss the latter stages of a tender application to provide social and domiciliary care in one of our large cities.
Size of the particular contract up for grabs £8,000,000+. Number of attendees and active in application process for the contact; just a few.
What does that tell us about Healthcare as a business opportunity?
Maybe the barriers to entry are too large or too difficult for most the sole traders and small business in the local area and the requirements within the contracts don’t or cannot easily fit within the business model of the large companies and the larger SME’s.
Interesting that the party I accompanied was inundated in requests for information.
Parties who want to solve the barriers to entry in this sector and look at the opportunity let me know please.
